... you have to scrape ice off the inside of the front windshield, rather than the outside.

Yeah, we've had those hanging off the bottom of our car too, though not that many/looking that prett. It happens fairly regularly when you have snow that melts off your car while driving, or when it's snowing when you park your car after just driving and the snow melts while the car is cooling down, eventually the driblets just freeze up.
